THE MANDATE

International Partnership Formation

Laboratory & Testing Centre

International-standard facility for mineral analysis, testing, quality certification, and standardisation services.

Mineral Processing Facilities

Industrial operations to drive local beneficiation, increase export value, and strengthen downstream industrial linkages.

III

Logistics & Supporting Infrastructure

Warehousing, transport, and consolidation facilities ensuring efficient movement of minerals and industrial goods.

This three-month mandate, effective from appointment date, tasks Labetta & Co with identifying, engaging, and assessing internationally reputable companies, investment groups, and professional institutions. All outcomes will be submitted to the Ministry of Mining and relevant authorities for review, approval, and implementation.

THREE STRATEGIC DEVELOPMENT PROJECTS

Project I — International-Standard Laboratory & Testing Centre

Mining Laboratory and Testing Centre

Upon formation of the project entity, suitable land and properties will be acquired to develop a large-scale laboratory equipped with advanced analytical instruments. The centre will support mineral analysis, testing, quality certification, and related standardisation services to international benchmarks — directly addressing Malawi's current gap in in-country mineral sample analysis capacity.

We are seeking internationally reputable laboratory technology firms, analytical instrument suppliers, and technical institutions to co-develop this facility.

Project II — Mineral Processing & Industrial Operations Facilities

Mineral Processing Facility

Strategic sites will be selected across Malawi for the planning and development of mineral processing and industrial operations facilities. The objective is to promote local beneficiation of Malawi's rich mineral resources — including rare earths, graphite, rutile, and uranium — increase export value, and build robust upstream and downstream industrial linkages.

Mining Logistics and Warehousing

Suitable properties and sites will be identified for the establishment of logistics service infrastructure supporting Malawi's growing mining and industrial activities. Services will include warehousing, transportation, cargo consolidation, and ancillary logistics to ensure the efficient movement of minerals, agricultural products, and industrial goods across the region.

Appointed Partner of the Ministry of Mining

Labetta & Co has been formally appointed by the Government of Malawi's Ministry of Mining to identify, engage, and assess international partners for three strategic mining-sector development projects. Mr. Andy Ng serves as the authorised representative for this mandate.

All identified partnerships and investment proposals will be submitted to the Ministry of Mining and relevant government authorities for formal review, approval, and implementation in accordance with Malawi's laws and regulations.
